臺灣位處熱帶及亞熱帶地區，四面環海，海岸線達1,600 多公里，有黑潮、南海海流及大陸沿岸流流經，冷水及暖水交會，又有外海沙洲及濕地海岸等多樣化海岸自然景觀，具備豐富的漁業潛能，加上勇於冒險、刻苦耐勞的民族特性，讓臺灣的漁業在國際上占有一席之地，也成為我國務實外交的堅實後盾。隨著全球漁業資源、漁業結構的迅速轉變，我國漁業也面臨了資源保育、環境改善、設施老舊、管理不易、產銷失衡、人權保障等諸多挑戰。漁業署為永續我國漁業發展，綜整全球漁業現況與趨勢，對照國內產業現況，分析當前遭遇問題，以10 年為週期，盤點政策優先順序，同時參考聯合國「2030 年永續發展目標（SustainableDevelopmentGoals, SDGS）」訂定執行策略及目標，訂定執行策略及目標，逐步朝向「棲地保護、生態平衡，資源合理利用、漁業永續，漁業人力健全、漁村經濟活絡，產業蓬發、漁民生活改善」的願景邁進。
