漁業是靠天吃飯的行業，漁民在海上打拚的時候，漁會的四健、家政推動與落實，是漁村與家庭重要的精神支柱。漁業署協助各區漁會長期透過家政推廣，提供漁村婦女再教育及培訓技能，藉以提升持家工作能力；並且透過四健輔導，培育漁村青少年的技藝傳承，達到穩固漁村家庭功能之目的。近年依據聯合國永續發展目標（SDGs）的理念，將消除飢餓（目標2）、優質教育（目標4）、性別平等（目標5）、永續城市與社區（目標11）及水下生態（目標14）持續融入推廣中，與漁村的發展緊密相連。同時在高齡化的社會浪潮中，導入漁村綠色照護站與暖心供餐，利用在地新鮮食材烹製的餐點或共餐，不僅提供長者所需的營養，更傳遞一份濃濃的關懷，讓健康老化共同實現，營造出適合長者安享晚年的環境，為漁村的未來鋪下希望的道路，實現老有所終、壯有所用、幼有所長的大同世界。
