●編輯緣起●1984年本人主持「中華學術院南洋研究所」，提出：「台灣在日本殖民統治時期華人領袖研究」計劃。這項構想是根據中央研究院院士李亦園老師「馬來亞麻坡地區華人領袖研究」，以及美國康乃爾大學Willian Skinner教授「泰國華人領袖研究」而來的。即以領袖群的個人出身背景以統計分析方法，描述華人在殖民政權之下，如何應順異族政策，出類拔萃，領導群倫。在開始著手蒐集相關資料時，發現日治時期，自1916年起至1942年止，約出版28種各類「士紳名鑑」，日台並舉，估計總登錄人數超過數萬人，記載詳細豐富，洋洋大觀。在出版印刷書籍技術及成本遍高的廿世紀初期，日治台灣能是全世界海內外地區，出版華人人物傳記檔案最豐富的地方。李老師及Skinner 教授研究，是靠田野調查，問卷調查，數量在500筆左右。無完整人物傳記資料可參用。南洋所同仁走訪全台灣舊書肆及攤位，收購到其中十六本。（詳參閱本資料庫參考書簡介）。南洋所以當時開發之八位元電腦，加插中文字形卡片，開始整理十六本台灣士紳書籍。1984年至1988年初步完成輸入5800多筆台灣人士...

「白團」為臺灣戰後時期的日軍顧問團，1949年成立於日本東京，並隨即到臺灣幫助中華民國政府，與1951年成立的美軍顧問團，及1936年成立的德國軍事顧問團，號稱中華民國三大外國軍事顧問團。本書是根據國防大學2006年刊行，內部參研資料「實踐案檔案彙編」，以編年史方式，將每一相關事件公文書記載，串連敘述，少加評論。特殊的是：所有公文書有發文文號，發收單位及負責人簽字。收集的來往公文，函件，及相關照片，非常珍貴。當年季辛吉說：「⋯⋯兩岸所有中國人都堅持一個中國，台灣是中國一部份」，美方不提出「異議」。但是，在台灣的「中國人」現在不「堅持一個中國」，認為「台灣不是中國一部份」。因為此，美方就可以有「異議」，這也是今日美國政府介入台灣事務的最「有力的根據」。也證明，自1950年杜魯門提出「台灣中立化」戰略構想，是美國太平洋戰略「基礎原則」之一。這本「大題小作」的小冊子，是以少量史料，談世紀性劇變。雖有大胆假設，缺乏小心求證功夫，疏失之處必多。本書惟一的價值是，書本內列的各項「絕秘史料」為這段歷史謎題，指出另類思考方向。

本書引用日本情報資料及國民黨內部檔案，敘述對日抗戰（1937-1945)及退守台灣（1949）、國民黨面對二次生死存亡挑戰時，鑒於國內資源不足及黨內黨外派系分裂，必須向海外爭取得援助與支持，因此致力發展黨的海外工作。國民黨組織在海外開拓黨務工作，此項工作本身是侵犯當地政府治權及主權作為，必須隱密行之，故少見公開資料，為觀其全貌必從內部檔卷之中求之。日本侵華當局為掌握國民黨海外工作實況，其情報單位做了十分詳細的報告及戰情分析，這也是近代了解國民黨海外工作最佳旁證。如本書刊出的「1930-33年中華民國外交部第一次海外僑民登記統計」，以及「1934年僑務委員會海外華僑人口調查報告」，「僑務委員會組織法」（原始版）等重要檔案，當年國民政府匆匆撤退到重慶，未及隨軍攜帶此批重要資料，而後日軍攻破南京城，將此批國民政府檔案一箱箱搬回台北譯成「情報資料」，使得當年的重要文獻得以保存。本書根據日文翻譯記載，經嚴格考證重新譯成中文本；在附統計表中，作者提供包含各階段國民黨海外組織黨員統計，國民黨海外74個黨所詳細資料一覽表，也讓此批藉由日本得以保存的國民黨史料...

孔子曰：「為政不得獲罪於大戶」。在日本殖民統治台灣初期，為安撫人心，對前朝有功名人士及有財力人士刻意籠絡。本輯中，好幾位有錢人，在日清戰爭時，到中國避難，觀望之後再返回台灣的例子。楊氏資料庫5882筆簡傳；列有前清秀才298名，監生16名，貢生39名。四品頂戴5名，五品40名，六品13名。三個進士家庭。日本殖民統治方式，基本上效法英國在香港印度的殖民統治手段；即努力維持傳統的社會階層（Social Stratification）格局，再以精英教育窄門，控制個人更換其社會階層屬性通道（Social Mobility），保持社會穩定。同時以精英教育同化權貴家庭子女，作為社會典範。本輯特從「楊建成：日治時期台灣人士紳資料庫」，5882筆簡傳中，凡是在「資產欄」顯示財產超過萬元富豪士紳，分成「百萬富豪」及「萬元大戶」兩個章節，再以姓氏序，排列成書。共得691筆簡傳。楊氏資料庫採用之十六本士紳傳記，出版年次不同，記載方式不同，難從文字上分辨各富豪財力大小。或有一些真正富貴人家，故意埋名沒姓，不願顯露其財富。因此，本輯中顯示各士紳財力狀況...
